What is the Under2 Coalition General Assembly?
Back for its eighth year, the Under2 Coalition General Assembly is the annual meeting of our leading state and regional governments.
It brings us together to share knowledge and first-hand experience of climate action and to challenge the international community to increase its ambition and play its part.
Why is COP28 important for the Under2 Coalition?
States and regions are key players on the path to global net zero emissions, with the most significant mitigation potential of any subnational or non-state actor group (NewClimate Institute et al., 2021).
COP28 will offer a crucial moment to supercharge subnational efforts to move further and faster on climate progress.
We hope that for the first time in the history of COP, local leaders will receive the funding, authority, and support from national governments to deliver results and help us keep 1.5 degrees alive.
Alongside the Under2 Coalition General Assembly, we’ll be involved with wider activities at COP28 UAE.

The Under2 Coalition General Assembly at COP28 UAE program consisted of one core morning plenary, an afternoon of spotlight breakout sessions and an evening reception.

5.30pm – 7.00pm
We'll bring our attendees back together for refreshments and networking. We'll celebrate recent climate action and debate the next steps needed to progress commitments and collaboration.

Unfortunately, there will be no virtual attendance option for this event.
How many people can attend per organisation?
Due to capacity limitations, we'll be restricting the delegations to two people per organisation. For Under2 Coalition members, we're happy to accept five people per organisation.
