Join us for the Under2 Coalition General Assembly on 3 December 2023 in Dubai 

Under the banner of Uniting Leaders, Driving Change, the Under2 Coalition General Assembly at COP28 UAE will unite ambitious state and regional leaders – including governors, premiers and ministers – to strengthen collective climate action.   

Our leaders will discuss the most effective solutions in their power to shift economies and markets towards lowering emissions and adapting to a changing climate in a just and equitable way. From policy engagement, advocacy and projects, and through a combination of information sharing and practical action on the ground, the Under2 Coalition is the biggest and most influential international climate group for subnational governments. 

This year we’re extending this spirit of collective action even further by including ambitious businesses in our discussions, to drive greater cooperation and accelerate change across sectors. We know that there is no one-size-fits-all solution to the current climate crisis. With these critical decision-makers from government and business, we can and will identify and overcome challenges to achieving net zero by 2050 at the latest.

Spotlight agenda: Uniting Leaders, Driving Change

According to the UNDP, up to 80% of climate mitigation and adaptation actions will be implemented at the subnational level. Subnational governments are, therefore, the key to keeping 1.5 alive. Not accounting for their collective and individual power is a lost opportunity in achieving net zero. Join these subnational leaders and key experts to take a truly global view of the climate crisis. They hold the solutions needed to make progress both fairly and at speed. We’ll explore the connections between national and subnational governments and ask how we can overcome common challenges. We’ll also identify the biggest priorities for our climate, from fossil fuel phase out to nature-based solutions, as we work towards a greener future with greater prosperity for all. By uniting leaders from all levels of government and business, we can drive the change we need to see in the world.
